Planning and implementation of social housing projects in towns and municipalities
The meeting of the working group of the project was held on November 2, 2021 and was dedicated to the planning and implementation of social housing projects in local governments. Experts on the program presented challenges and practical solutions in the process of preparing planning and technical documentation for social housing projects at the local level, emphasizing the importance of cooperation between different departments of local administration, in all phases of planning and implementation, as well as active participation of potential beneficiaries.
In addition, the importance of preparing appropriate social maps was discussed at the meeting, since each community has specific needs and requires an approach that will enable maintaining the minimum habits of residents in the new location, preserving basic sources of income and providing conditions for full social inclusion.
The participants of the meeting were presented with conclusions regarding construction sites, based on concrete work in local self-governments, which primarily boil down to the fact that the site should have appropriate purposes in the urban plan of local self-government and be equipped with transport and communal infrastructure. At the meeting, special attention was drawn to the fact that administrative procedures only in the development of urban plans can take a long time, even over 18 months, which adversely affects the period of project implementation.
During the discussion, the participants pointed out that the strategic approach in social housing projects is extremely important, in terms of identifying the needs of local communities and that it is desirable that each city and municipality have prepared local housing strategies, which should precisely define acceptable forms. social housing.
The working group consists of representatives of the Ministry of Construction, Transport and Infrastructure, Ministry for Human and Minority Rights and Social Dialogue, Ministry of Finance – Department for Contracting and Financing of EU Funded Programs, Ministry for European Integration, Delegation of the European Union to the Republic of Serbia, Standing Conference of Towns and Municipalities, Social Inclusion Team and poverty reduction and representatives of various projects. The meeting was attended by 14 members of the working group.
